Sapere Development Solutions is a non-profit organization that specializes in educational policy analysis in developing countries. Sapere consultants are specialists in the fields of education, economics, sociology and public policy. Our clients include international organizations such as the World Bank, public ministries of education and non-governmental organizations. Recent projects include overseeing the creation of a new national assessment system in Cambodia, a study about school decentralization in rural Honduras, and a comparative study of school quality in Central America.

Our Vision

Education is both a fundamental component of human development and a human right. Every child—regardless of race, ethnicity or social class—deserves an opportunity to study in a safe and quality schooling environment. However, grinding poverty and low quality schools conspire to make it hard for many children in developing countries to acquire the skills demanded by an increasingly globalized labor market. What is required is better policy informed by rigorous research.

We believe that educational research in developing countries suffers from several limitations. The data that are used to evaluate education projects are frequently of low quality. Methodologies do not always reflect the latest developments in the field, and a lack of standardized practices makes it hard to accumulate knowledge. There is also not enough emphasis on building local capacity and ownership of research results.
